The Payment Handling Fee is always connected with credit.
You will be charged the payment handling fee when a corresponding amount has been credited to your wallet.
The payment handling fee would be deducted at the same time as the aforementioned credit.
An example of this can be seen with pick-up charges. Once a container has been reported as picked up, the finance team at xChange will be triggered to calculate charges - this would include the pick-up fee and also the Payment Handling Fee.
